[SOA] remove-infected-connections property in jdbc config files in SOA 11g

<Oracle_Home>/user_projects/domains/{ドメイン名}/config/jdbc のほとんどのJDBC構成ファイルには以下のエントリが存在します。

<remove-infected-connections>false</remove-infected-connections>

このFalse/Trueは以下のルールで設定します。

false : RAC構成でない場合
true : RAC構成の場合
