Oracle SOA SuiteがOTN Free Developer License Agreementの下でご利用いただけるようになりました。

つまりWebLogic Server Developer Licenseと同様、開発者用途であれば、OTNからダウンロードし、期間の制限なく無料でご利用いただけるようになった、ということです。

Oracle BPM Suite (Unified Business Process Management Suite) は通常のOTNライセンスであり、30日間の試使用です（下記リンク）。そのため、BPM Suiteの機能を利用する場合はDeveloper Licenseの対象外です。
